Toddler found asleep on passenger's lap with no seatbelt

Police were "shocked" to find a driver and passenger without seatbelts, despite the latter also having a one-year-old child in her lap.

Lancashire Road Police described how a traffic officer in a fully marked car was stopped at a red traffic light in Blackburn on Monday when they noticed the car next to them had an empty car seat.

They then noticed both the driver and a rear seat passenger did not have seatbelts on. The rear seat passenger had a toddler lying on her lap.

Officers were told the child hadn't been buckled into the car seat "all because she cried".

"Traffic officer in a fully marked car sat at a red light in Blackburn, shocked to see a car pull up alongside him," Lancashire Road Police said on X.

"Empty car seat, driver no seatbelt, rear seat passenger no seatbelt with a 1yr old child across her lap asleep all because she cried. Unacceptable."

The force added the pair have been summoned to court.
